Reports say at least 15 people - including civilians and soldiers - have been killed in violence across Syria, a day after the Arab League announced it plans to try and forge dialogue between the two sides.
Government troops killed four people in attacks on opponents of President Bashar al-Assad in districts of the central city of Homs on Monday, residents and activists said.
