China and Vietnam Move to Reduce Tensions in South China Sea -- New York Times

HONG KONG — China and Vietnam announced an agreement Wednesday on a series of steps to reduce tensions in the South China Sea, where rival claims to islands and undersea minerals have been a source of frequent friction.

The two sides agreed to hold discussions twice a year to resolve their differences, and to set up a hot line between the two countries to address any disagreements more promptly.
