Did the Joint Chiefs know something the rest of us didn’t?
In Senate testimony last week, Gen. Martin E. Dempsey of the Army, President Obama’s nominee for chairman of the Joint Chiefs of Staff, warned that the military would have trouble cutting $400 billion, as had been recommended by the White House — and that cutting $800 billion “would be extraordinarily difficult and very high risk.” That assessment was echoed by other top generals testifying before the House that same day.
