Sudan Military Forces Have Crossed The Border Into South Sudan



South Sudan Reports Troop Invasion from North -- Voice of America

South Sudan says at least 3,000 troops from neighboring Sudan have entered its territory, as tensions rise between the countries.

Southern army spokesman Philip Aguer says the troops entered the town of Kuake in Upper Nile state on Saturday. He says the alleged incursion violates a 2012 cooperation agreement that led to both countries pulling their forces from disputed border areas.

On Saturday, Sudanese President Omar al-Bashir ordered a shutdown of a pipeline that carries South Sudanese oil through the country for export. Bashir said the move is in response to South Sudan's funding of rebels fighting his government.

Oil Dispute Between Sudan And South Sudan Flares Up Again -- Deutsche Welle

South Sudan on Tuesday said it was committed to peace deals signed with its former foe Sudan, a day after Sudanese President al-Bashir threatened to close oil pipelines ‘forever’. He accuses Juba of backing insurgents.

Juba has once again rejected allegations that it supports the rebels battling Sudanese forces in South Kordofan state. Information Minister Barnaba Marial Benjamin insisted that the South Sudanese president "has said several times that we don't support any rebels in Sudan." Khartoum's renewed accusations have threatened to derail an African Union peace roadmap to normalize relations between the two former civil war foes.

Sudan - South Sudan Oil And Border Peace Talks Underway



Sudan's Bashir In First South Sudan Visit Since Split -- Reuters

(Reuters) - Sudanese President Omar Hassan al-Bashir said on Friday he wanted normal ties with his nation's old adversary South Sudan on his first visit there since southern secession in 2011.

The neighbours agreed in March to resume cross-border oil flows and ease tension that has been permanent since South Sudan's independence in July 2011 following a 2005 treaty which ended decades of civil war.

But the rivals in one of Africa's longest conflicts still dispute much of their 2,000-km (1,200-mile) border including ownership of the symbolically important region of Abyei.

The Coming War in Sudan -- Andrew Natsios, US News and World Report

This past week Salva Kiir, president of the Republic of South Sudan, announced that he had ordered units of the Sudan People's Liberation Army to deploy south of the border between his country and its northern neighbor, the Republic of Sudan, in response to the buildup of military forces north of the same border. While the north-south border area has been militarized for several years, this ominous military buildup by both countries brings them one step closer to war. A year ago the Southern government stopped all oil production (70 percent of historic Sudan's known oil reserves are in the South) when it discovered the Khartoum government was diverting oil, selling it on the spot market, and taking all of the revenue.

Sudan Rebels Launch Attack To Retake Border Town -- Reuters

Rebels in a Sudanese border state say they have occupied an airport and are fighting with government troops to retake a town that became a flashpoint during the civil war, but the army denied it had lost any territory.

The SPLM-North, rebels from the south who were left in Sudan after South Sudan seceded, said their fighters had reached Kurmuk, which they lost to the Sudanese army in late 2011.

The clashes undermine African Union efforts secure a border still disputed nearly two years after South Sudan became independent, set up a military-free buffer zone and restart oil production, which the countries' economies desperately need.

The Forgotten War In Sudan -- Deutsche Welle

Since mid-2011, a conflict in the south of Sudan has been smoldering between government troops and rebels, largely ignored by international press. The African Union is calling for dialogue.

Since mid-2011 human rights organizations have been denouncing the attacks of the Sudanese arm on civilians in the province of South Kordofan and have spoken of "ethnic cleansing." African media has been reporting of bomb attacks by the Sudanese air force. The most recent reports, at the beginning of February, said a school building was hit and 17 people were killed.

"The north Sudanese army is still trying to conquer this region and occupy it," said Raphael Veicht from Cap Anamur, a German relief organization. For four years, he has been responsible for healthcare provision in South Kordofan and neighboring province, Blue Nile. There are airstrikes almost daily and now, in the dry season, there is fighting on the ground, he told DW.

My Comment: This conflict has been ongoing for decades. And what was originally a sectarian conflict divided along tribal and religious is now not only that .... but a battle over oil resources. (click on map on top left side).

Sudanese Presidents Reach Deal on Oil, Demilitarized Zone -- Voice of America

The presidents of Sudan and South Sudan have agreed to set up a demilitarized border zone and resume oil exports, but left several major security questions unresolved.

Sudanese President Omar al-Bashir and South Sudanese President Salva Kiir plan to sign the deal Thursday in Addis Ababa, Ethiopia. They held four days of talks aimed at preventing the possible outbreak of another war.

One Day After An Agreement, Sudan - South Sudan Oil Deal Is Unraveling


Sudan Oil Deal Hits Snag On Security -- Wall Street Journal

KAMPALA, Uganda—The recently agreed deal between oil-producing South Sudan and Sudan, which was expected to allow the resumption of vital oil shipments through Sudanese pipelines and ports, is under threat because of lingering tensions along the two nations' common border, officials said Sunday.

Mutrif Siddiq, spokesman for the Sudanese negotiating team in Ethiopia, said that despite reaching the African Union-mediated deal on oil-transit fees, "no agreement will be signed" until a deal is agreed on the restoration of security in Sudan's three restive border states, where Sudanese forces are battling multiple rebel groups, allegedly backed by the South.

"Any agreement on oil shall be subject to the implementation of a full and final agreement on security matters," Mr. Siddiq said.

Two Sudans Reach Deal on Fees for Oil Pipelines -- New York Times

NAIROBI, Kenya — Sudan and South Sudan have reached a deal on oil pipeline fees, a highly divisive issue that nearly drove the two countries to war this year, African Union officials announced Saturday.

After some not-so-subtle pressure from Secretary of State Hillary Rodham Clinton, who visited Juba, the capital of South Sudan, on Friday, it seems the Southern Sudanese increased the amount they were willing to pay Sudan, which controls the pipelines for export. The conundrum the Sudans face is that both countries are extremely dependent on oil, but while the export pipelines run through the north, the bulk of the crude oil lies in the landlocked South, which seceded from Sudan last year after decades of guerrilla war.

My Comment:
Will both sides honor the agreement .... and can they come to an agreement on borders .... those are the next big hurdles. But if I was a betting man .... and considering that the men who rule from Khartoum are wanted war criminals who have a history of breaking agreements .... my money is on this agreement being broken before the end of the year.

YIDA, South Sudan — Thousands of unaccompanied children are streaming out of an isolated, rebellious region of Sudan, fleeing a relentless aerial assault and the prospect of famine.

Sent by their parents on harrowing odysseys across battlefields and malaria-infested swamps, the children are repeating one of the most sordid chapters of Sudanese history: the perilous flight of the so-called Lost Boys during the civil war in the 1990s, who wandered hundreds of miles dodging militias, bombers and lions.

Now, a new generation of Lost Boys, and some Lost Girls, too, is emerging from a war that, despite a peace agreement, has never completely ended.

The six month rainy season gives time for Sudan and South Sudan to make progress in resolving differences. But the wet weather will strain the sanitation systems in refugee camps.

The onset of rains may accomplish what senior diplomats and elder statesmen have been unable to achieve: an end to fighting between Sudan and South Sudan.

When the six-month long rainy season comes to this part of the semi-arid Sahel region of Eastern Africa, hard meandering dirt roads become muddy and impassable. Troop trucks and tanks stay where they are, largely to prevent getting stuck up to the axles in mud. In a part of the world where asphalt roads exist only in the posh parts of larger towns, rainy season brings a natural halt to all traffic, warlike and otherwise.

Two Sudans Brace for a War Both Thought Was Over -- New York Times

MAYOM WEL, South Sudan — On a recent blistering afternoon, this village danced in an open field. Women sashayed, hoisting chairs over their heads. Barefoot children scampered. Old men, with skin as dry and cracked as the bark of a savanna tree, jabbed rifles toward the burning sky.

“We are not cowards, we do not fear!” cried out the local commissioner, Awet Kiir Awet.

“Contribute food, contribute money,” he urged the crowd.

My Comment:
This conflict has it's roots in tribal/religious/ethnic differences .... coupled with a long history of war and conflict. But what has exacerbated this conflict is oil .... and more to the point .... Sudan's desire to have it even though most oil reserves are located in South Sudan.

War will be the eventual outcome from this conflict .... a conflict that will be ignored by the international community .... but a conflict that will cost the lives of thousands.

South Sudan has accused Sudan of bombing within its territory, in violation of a UN Security Council resolution to end hostilities.


Juba's information minister told the BBC several areas had been targeted in air raids in the last 48 hours.

But Khartoum said it had the right to respond to acts of aggression.

Disputes over oil stemming from South Sudan's secession in July led to clashes last month and fears of a return to all-out war.

The UN has threatened sanctions if both sides fail to negotiate.

Fighting Continues Between Sudan And South Sudan, As Economies Collapse -- Christian Science Monitor

At this time last year, South Sudan was preparing to become Africa's newest nation. Now the dispute between South Sudan and Sudan may turn both into the latest failed states.

If everything had gone according to plan, South Sudanese bureaucrats would have been scurrying around to make preparations for the country’s first annual independence day celebrations in July.

Its oil wells would be pumping and generating income to help build roads, electrical and water systems, hospitals, and schools. And its closest neighbor, the Sudanese government in Khartoum, would be sharing in oil revenues from all that South Sudanese oil being pumped through Sudanese pipelines to international markets.

UN Threatens Sanctions Over Sudan Dispute -- Al Jazeera

Security Council passes resolution that gives Sudan and South Sudan just 48 hours to halt hostilities or face sanctions.

The UN Security Council unanimously passed a resolution giving Sudan and South Sudan only 48 hours to halt hostilities or face potential sanctions.

With Russia and China joining the growing calls for a halt to the growing border conflict, the 15-member council on Wednesday backed up African Union efforts to halt violence and get peace negotiations started.

The resolution endorses an African Union plan aimed at getting the two countries to step back from the brink of war and resolve their differences.

Sudan Declares State of Emergency As Clashes Continue -- New York Times

KHARTOUM, Sudan — Sudan declared a state of emergency on Sunday along much of its border with South Sudan as the momentum toward all-out war continues to build after weeks of clashes over disputed areas and oil.

President Omar Hassan al-Bashir’s decree gives authorities in the border areas wide powers to make arrests and set up special courts. It was issued a day after Sudan detained three foreigners and a South Sudanese near the border and accused them of spying for South Sudan, a charge the South denies.

Secretary-General Ban Ki-moon and U.S. Secretary of State Hillary Clinton and have dinner with President Barack Obama. He is resourceful enough to rent a satellite and point it at Sudan. He is also dedicated: the week before his arrest outside the Sudanese embassy in Washington in March, he took his sixth trip to South Sudan since 2005. (CNN) -- The spiraling conflict between the Sudans has exacerbated issues for tens of thousands of Sudanese refugees who are desperate for water and facing the threat of fatal diseases, an international aid organization says.

As South Sudan and Sudan continue to battle over border and oil issues, 37,000 refugees in South Sudan's Jamam camp are running out of time, Oxfam said.

South Sudan President Cuts Short Trip To China Amid Dispute With Sudan -- CNN

(CNN) -- South Sudan's president, who accused Sudan of declaring war on his nation, cut short his trip to China on Wednesday as tension between the two neighbors intensified over border and oil disputes.

President Salva Kiir canceled the Shanghai leg of his trip. He had planned a five-day trip, ending Saturday.

It's unclear how soon he will return home.

During a visit to Beijing on Tuesday, Kiir accused Sudan of declaring war on his nation.

Sudan has "declared war" on its southern neighbour after two days of bombing that hit oil installations, markets and other civilian areas, South Sudan's leader said during yesterday.

The aerial attacks follow close to a fortnight of clashes and cross-border offensives between the former civil war foes that many fear mark the beginning of fresh sustained conflict.

On a visit to China, Salva Kiir, South Sudan's president, told his counterpart, Hu Jintao, that, "[my visit] comes at a very critical moment ... because our neighbour in Khartoum has declared war on the Republic of South Sudan".
