U.N. Nuclear Talks With Iran Fail To End Deadlock -- Reuters

Reuters) - The United Nations' nuclear agency failed to persuade Iran on Wednesday to let it resume an investigation into suspected atomic bomb research, leaving the high-stakes diplomacy in deadlock.

With Iran focused on a presidential election next month, expectations had been low for the meeting between Iran and the International Atomic Energy Agency (IAEA), which has been trying for more than a year to reopen an inquiry into "possible military dimensions" of Tehran's nuclear work.

"We had intensive discussions today but did not finalize the structured approach document that has been under negotiation for a year and a half now," IAEA Deputy Director General Herman Nackaerts said after the eight-hour meeting, referring to a long-sought framework deal for the investigation.

Despite unexpected progress in last week’s nuclear talks, U.S. and European governments face a difficult path to a possible deal with Iran, U.S. officials and experts warn, as politics and a deep-seated mistrust on both sides threaten to scuttle even the modest gains made so far.

Only days after negotiations that Iran hailed as a possible “turning point” in the nuclear crisis, diplomats and analysts offered a sober assessment of the obstacles to a genuine breakthrough, including factional fighting inside Iran over whether to agree to limits on Iran’s nuclear program.

(Reuters) - Iran was upbeat on Wednesday after talks with world powers about its nuclear work ended with an agreement to meet again, but Western officials said it had yet to take concrete steps to ease their fears of a secret weapons program.

The United States, China, France, Russia, Britain and Germany offered to ease sanctions slightly in return for Iran curbing its most sensitive work, but had made clear they expected no breakthrough in the talks in Kazakhstan, the first in eight months.

U.S. Secretary of State John Kerry said the talks had been "useful" and that a serious engagement by Iran could lead to a comprehensive deal in a decade-old dispute that has threatened to trigger a new Middle East war.

Iran's foreign minister said in Vienna he was "very confident" a deal could be reached and its chief negotiator said he believed the Almaty meeting could be a "turning point".

Powers To Offer Iran Sanctions Relief At Nuclear Talks -- Reuters

(Reuters) - Major powers will offer Iran some sanctions relief during talks in Almaty, Kazakhstan, this week if Tehran agrees to curb its nuclear program, a U.S. official said on Monday.

But the Islamic Republic could face more economic pain if it fails to address international concerns about its atomic activities, the official said ahead of the February 26-27 meeting in the central Asian state, speaking on condition of anonymity.

"There will be continued sanctions enforcement ... there are other areas where pressure can be put," the official said, on the eve of the first round of negotiations between Iran and six world powers in eight months.

A spokesman for European Union foreign policy chief Catherine Ashton, who leads the talks with Iran on behalf of the powers, said Tehran should understand that there was an "urgent need to make concrete and tangible progress" in Kazakhstan.

EU Says Iran Stalling On Nuclear Talks -- Reuters

(Reuters) - Iran is stalling on fixing a date and location for a new round of talks on its nuclear program, the European Union's foreign policy chief said on Wednesday, but there is still hope that talks between Tehran and six world powers can begin soon.

EU officials have been in contact with Iranian negotiators repeatedly since December to try to prepare a new set of talks, which the West hopes will lead to Iran scaling back its nuclear work and avert the threat of another war in the Middle East.

But they have failed to agree on a plan so far.

No Sign Of Breakthrough After Iran-IAEA Nuclear Talks -- Voice of America

VIENNA AND DUBAI — Senior U.N. nuclear inspectors and Iran ended two days of talks in Tehran on Thursday with no sign of a breakthrough in unblocking their investigation into suspected atomic bomb research in the Islamic state.

Iran's ISNA and Fars news agencies reported that a further meeting between the International Atomic Energy Agency (IAEA) and Iran would be held on Feb. 12 in the Iranian capital, but gave no details.

(Reuters) - The U.N. nuclear agency chief said on Friday he was not optimistic about talks with Iran next week on getting access to a military base Western powers suspect has been used for atom bomb-related work.

The comments by Yukiya Amano, director general of the International Atomic Energy Agency (IAEA), contrasted with a more upbeat assessment given by the Vienna-based U.N. agency after a meeting with Iranian officials last month.


The IAEA, whose mission it is to prevent the spread of nuclear weapons in the world, has been trying for a year to negotiate a so-called structured approach with Iran that would give it access to sites, officials and documents.

My Comment: I have been skeptical of Iranian intentions since the beginning .... it is refreshing (to me) to see the IAEA chief realizing that the Iranians are not serious in having discussions on their nuclear program.

My Comment: So the big agreement is .... to do more talking? What is there more to talk about? After many years of talks .... this is where we are now? To do more talking. Iran has agreed to Russia's "step by step" plan to resume nuclear talks with the West, Iranian MP Hossein Naghavi Hosseini told Iran's Reporters Club.



Naghavi Hosseini, a member of Parliament's National Security and Foreign Policy Commission, said yesterday that Iran has informed the Russians that it accepts their plan, but so far no practical steps have been taken to implement it.

My Comment: I figure that there will be two more meetings this year between the six powers and Iran before the six-powers realize that this dog and pony show must end. By that time, serious sanctions will probably gain speed and a decision to implement them will be agreed upon .... all be it reluctantly by countries like China and Russia.

Iran has succumbed to international pressure to enter talks on its nuclear programme with the EU's top diplomat next month, after the country suffered a series of economic setbacks as sanctions began to bite.

Baroness Ashton, the EU foreign policy chief, who is envoy of the five permanent United Nations Security Council members and Germany will meet with Saeed Jalili, Iran's nuclear negotiator after November 10.

She said: "This is a very significant move and we're now in touch with Iran to see whether we can agree the time and place as quickly as possible." Iran Keeps Obama Waiting on Nuclear Deal -- Time Magazine

President Barack Obama will know by Friday whether he got the deal on Iranian nuclear material on which he has staked his engagement strategy. A third day of talks in Vienna ended inconclusively Wednesday, with the Iranian delegation requiring consultations with their government back in Tehran before signing off on a detailed plan to ship three-quarters of its current stockpile of enriched uranium to Russia for conversion into harmless reactor fuel. The parties to the deal have been given until Friday to report back, although reports from Vienna suggested that Tehran was pushing back against some of the terms being set for the deal by the U.S. and its partners — specifically over the timetable and scale of Iran's uranium delivery to Russia.
