Vladimir Putin began rebuilding military power after he assumed the Russian presidency in 2000.

My Comment: The countries that will be open to a Russian naval presence are easy to pick out. They are .... Vietnam, Syria, Venezuela, Cuba, India, and .... that is about it.

They are probably a few other nations open to the idea of a Russian naval presence, but the Russian navy has a long way to go before it becomes large enough to warrant such arrangements .... and even then I am very skeptical that they will be able to field a navy that would justify the expense (or reason to have it).
