The Obama administration just released the outline of a $533.7 billion Fiscal Year 2010 budget for the Department of Defense. While a detailed, line-by-line request has yet to be sumbitted to Congress, the bottom line is clear: The base budget for FY '10 will rise slightly over the previous year, but it will factor in billions in supplemental spending that the Bush administration did not place in the regular Pentagon budget.
